1. Pre-heat oven to 180°C (356°F).
2. Blend water, vegetable oil, vanilla essence, sugar and vinegar in processor until sugar has dissolved.
3. Add remaining ingredients and blend until smooth.
4. Bake until springy and skewer come out clean.
5. Top with your favourite frosting and decorate.
NOTE: You can make this mixture ahead of time - it stores in the fridge for up to a week!
